    HCSAS

    HCSAS (Heavy Construction Safety Association of Saskatchewan) is a separate COR stream from SCSA. Roadbuilding, earthworks, and aggregate operations run HCSAS, not SCSA.     Energy Safety Canada is the cross-jurisdictional certifying partner for oil and gas in SK. Cenovus, Whitecap, and mid-size operators require ISN compliance from every contractor. ISN dominance is sharper than Alberta because of the Nutrien, Mosaic, and BHP gravity pulling contractors toward the same platforms.

    Saskatchewan OHS Violence Prevention Rules came into force May 2024. A Personal Safety Protection Plan (PSPP) is now mandatory for workers who face a risk of physical injury from violence. Written policy, risk assessment, procedures, and worker training records are all required. SK recorded its highest enforcement penalties ever in 2024. The documentation gap is a live enforcement target.
