Manitoba compliance portal

Your MB safety program, SAFE Work Certified.

One workspace for the SAFE Work Certified documentation CSAM, MHCA WORKSAFELY, Made Safe, and other IBSP auditors expect: your safety manual, worker training records, Bill 29 psychological safety evidence, and the WCB rebate documentation trail.

A Manitoba manufacturing facility with workers reviewing SAFE Work Certified compliance documentation.

The product

Your safety program. SAFE Work Certified evidence organised.

One dashboard. One evidence trail. One place a CSAM auditor, an MHCA WORKSAFELY certifier, or a WCB Manitoba inspector goes to see the safety program you actually run.

The Manitoba picture

Three sectors, six IBSPs.

Most Manitoba operators sit cleanly inside one of these three. Many sit across two. The portal serves all of them from a single document base.

  • A Manitoba construction crew reviewing SAFE Work Certified compliance documentation on site.

    Construction and heavy civil

    CSAM / MHCA WORKSAFELY

CSAM serves commercial construction COR. MHCA WORKSAFELY serves heavy civil, roadbuilding, and aggregate. These are separate IBSP streams with different element codes and different auditors. The 15 percent WCB rebate applies to both but requires an active SAFE Work Certified status maintained through the audit cycle. Manitoba Hydro's infrastructure build drives heavy demand.

    How the portal serves it

CSAM or MHCA WORKSAFELY element codes in the audit-prep workspace. WCB rebate documentation trail in the Document Vault. Worker certificate tracker for construction tickets. Compliance Scheduler tracking asbestos rules (June 2027) and hot-water handwashing requirements (April 2027).

  • A Manitoba food processing facility worker reviewing safety training and compliance records.

    Manufacturing and food processing

    Made Safe

Food alone employs 16,365 workers in MB. Made Safe is the IBSP for manufacturing and food processing. Pre-qualification through ISN, Avetta, and ComplyWorks is table stakes for supply-chain contractors. Bill 29 (2025) doubled penalties to $500K and $1M and codified psychological safety in statute, with documentation expected at every facility.

    How the portal serves it

Made Safe element codes in the audit-prep workspace. Bill 29 psychological health and safety policy drafting. Worker certificate tracker for WHMIS, confined space, and LOTO competencies. Pre-qual document staging for ISN and Avetta.

  • A Manitoba healthcare facility safety lead reviewing MASH compliance documentation.

    Healthcare and long-term care

    MASH

MASH (Manitoba Association for Safety and Health in Healthcare) is the IBSP for healthcare, personal care homes, and long-term care. Growing post-2024 amendments. Bill 29 psychological safety codification hits healthcare harder than most sectors. Multi-role workforce tracking across nursing, dietary, housekeeping, and contracted trades is the operational challenge.

    How the portal serves it

MASH element codes in the audit-prep workspace. Multi-role worker certificate tracker. Bill 29 workplace harassment policy drafting. Compliance Scheduler for JHSC cycles, fire drills, and training renewal cadence. Document Vault for the Manitoba WCB violence prevention documentation.

These are three of Manitoba’s primary sectors by employment. The portal is built for every Canadian industry - if your sector is not shown above, we still have you covered.

Additional IBSPs supported include RPM Trucking Industry Safety (transport), S2SA (retail and service), and MASH (healthcare). All six Manitoba IBSP element sets are pre-loaded in the audit-prep workspace.

Where Manitoba operators get caught

Four documentation gaps, one IBSP audit cycle.

Most Manitoba operators have at least one of these. Many operators carrying multiple IBSP obligations or pre-qual platform registrations have all four. Each pain has a portal answer mapped to a tier.

  • SAFE Work Certified: which IBSP applies to your business

SAFE Work Certified is Manitoba's provincial safety program umbrella, but the delivery runs through six IBSPs (Industry-Based Safety Programs). CSAM for construction. MHCA WORKSAFELY for heavy civil. Made Safe for manufacturing. RPM for trucking. S2SA for retail. MASH for healthcare. Each has its own element codes, its own audit protocol, and its own annual review cycle. Getting the IBSP wrong means an audit that does not count toward SAFE Work Certified status.

    Portal coverage, Compliance+

The audit-prep workspace loads the element codes for your specific IBSP. CSAM, MHCA WORKSAFELY, Made Safe, RPM, S2SA, and MASH are all supported. If your operation straddles construction and manufacturing, or manufacturing and trucking, both element sets can be active in the same workspace.

  • 15 percent WCB rebate requires a maintained evidence trail

Manitoba's WCB SAFE Work Certified rebate is 15 percent, capped at 75 percent of premium for small employers paying up to $3,000 premium. The rebate is earned through active SAFE Work Certified status, which requires an ongoing evidence trail of training, inspections, hazard assessments, and management commitment. Lose the certification or fall behind on evidence and the rebate walks.

    Portal coverage, Foundation+

The compliance dashboard tracks the metrics your IBSP auditor will review: training completion, inspection cadence, incident frequency, and hazard assessment currency. The Document Vault stores the dated evidence trail. The audit-prep workspace organises evidence the way your IBSP audit will request it. Spot the gap before the auditor does.

  • Bill 29 (2025): psychological safety in statute, penalties doubled

Manitoba's Bill 29 (2025) codified psychological safety obligations in the Workplace Safety and Health Act, making workplace psychological safety a statutory requirement for the first time. Penalties doubled to $500,000 for corporations and $1,000,000 for repeat or serious violations. Electronic service of orders means inspectors can now serve an order without showing up at your door. Every MB employer needs a written psychological safety program.

    Portal coverage, Foundation+

The AI Document Builder drafts a psychological health and safety policy grounded in your existing safety manual and the Bill 29 requirements. The Compliance Scheduler tracks the annual policy review. The Document Vault stores worker acknowledgements, harassment reporting logs, and the psychological risk assessment the inspector will ask for.

  • Regulatory rollouts: asbestos June 2027, hot-water handwashing April 2027

Manitoba has two significant regulatory changes on the horizon. Asbestos rules take effect June 2027, affecting any renovation, demolition, or maintenance work where asbestos-containing materials may be present. Hot-water handwashing requirements on construction sites take effect April 2027. Both require updated procedures, worker training records, and equipment verification. Early documentation preparation is easier than a scramble in the month before the deadline.

    Portal coverage, Foundation+

The Compliance Scheduler pre-loads both deadlines with the documentation tasks they generate: asbestos inventory, exposure control plan, worker training, hot-water facility verification. The AI Document Builder drafts the asbestos management procedure grounded in your manual. Deadline alerts begin 90 days out so the team has time to prepare without a scramble.

What the portal does

Built for the operator who wears six hats.

You do not need a full-time safety manager. You need the documentation engine a safety manager would build, run by the team you already have.

  • Document Vault

Your safety manual, IBSP audit records, training logs, investigation reports, and posted notices in one workspace. Custom Safety Manual buyers keep manual access forever - the manual is your property.

  • AI Safety Advisor

Reads your safety manual and Manitoba Workplace Safety and Health Act, points to the specific section and page that answers a team question, and flags gaps against your IBSP element codes. You verify the citation before acting on it.

  • Worker Certificate Tracker

OCR-extracted certificate data with 90, 60, 30, and 14-day expiry alerts. Ground disturbance, fall protection, forklift, WHMIS, first aid, confined space, and any other ticket your IBSP auditor will ask for.

  • Cross-framework Evidence Map

One document satisfies multiple frameworks. A workplace psychological safety policy can serve the Bill 29 requirement, the IBSP element code, and the WCB rebate documentation trail from a single upload.

  • Audit-prep Workspace

CSAM, MHCA WORKSAFELY, Made Safe, RPM, S2SA, and MASH element codes pre-built. One-click export to your IBSP auditor with documentation organised by element. Auditor interviews and on-site observations stay theirs.

  • Compliance Scheduler

Manitoba posting cycles, IBSP review cadence, asbestos and handwashing regulatory deadlines, training renewals, manual review triggers, and WCB reporting windows on one calendar. Alerts begin 90 days out.

The portal does not replace daily-forms tools (FLHAs, vehicle pre-trips, equipment checks). It is the workspace for the safety manual, certificates, training records, audit-prep, AI document drafting, and recurring compliance scheduling that live alongside the daily-forms layer.

Authority tier preview

Multi-year audit findings, trended.

At Authority tier, year-over-year audit score deltas and recurring findings light up in August 2027 once 12 months of audit cycles complete. The tile shows where your program drifts year over year and which elements keep coming back to the IBSP auditor.

Competitors cannot copy this without your audit history, which is why it is locked behind 12 months of customer use rather than launched in marketing copy. Audit interpretation varies by individual auditor. The portal helps you prepare and document your safety program. It cannot guarantee audit outcomes.
