    NLCSA COR is mandatory for any firm bidding on government-funded construction in Newfoundland and Labrador - the Letter of Good Standing showing full COR certification is a bid requirement. This is stricter than Alberta: NL's government mandate means no COR equals no government work, period.     Offshore oil and gas supply chain

    C-NLOER / ISN

    Hibernia, Hebron, Terra Nova (back online), White Rose, and West White Rose (first oil targeting 2026) generate the highest-value contractor-compliance demand in Atlantic Canada. ISN dominates pre-qual for ExxonMobil, Cenovus, and other offshore operators. C-NLOER (renamed June 2025 from C-NLOPB when its mandate expanded to include offshore wind) issues Operations Authorizations but does not run a COR program. Contractors must satisfy both offshore training requirements (BST, BSTR, H2S, HUET) and ISN pre-qual.

    Mining - Voisey Bay and Labrador City

    Avetta / ISN

    Vale's Voisey Bay underground transition ($2.94 billion) and IOC's Labrador City iron ore operation are the two anchors of NL mining. Both require pre-qual compliance through Avetta and ISN. Mining subcontractors face the same compliance documentation burden as oil patch contractors but in a remote fly-in-fly-out context where documentation lapses can ground a travel rotation. 2024 OHS amendments mean 20-plus worker operations need a written OHS program.

  • NLCSA COR mandatory for government bids: no Letter of Good Standing, no work

    Every firm bidding on government-funded construction in Newfoundland and Labrador must hold NLCSA COR certification and present a Letter of Good Standing. This is a hard procurement gate, not a preference. Missing the annual audit, failing to maintain the required element scores, or falling behind on worker certificate tracking means the Letter is not issued. ISN requires current insurance, WCB clearance, TRIR data, and safety program documentation - all updated annually. Let the ISN profile go out of date and the offshore bid stops. Pre-qual failure means missing the window on the most valuable contracting opportunities in Atlantic Canada.

    The Authority tier master answer library holds all ISN-required information: insurance certificate, WorkplaceNL clearance, TRIR and LTIR metrics, safety manual summary, and management commitment statement. Annual renewal tasks are scheduled automatically. When ISN releases a new questionnaire, the portal surfaces the existing answers for review and reuse.

  • 2024 OHS amendments: written program required at 20 workers, harassment plan for all

    The 2024 NL OHS Act amendments created tiered requirements. Employers with 20 or more workers must establish a written OHS program. Employers with 6 to 19 workers need a written policy plus a worker health and safety representative. Employers under 6 workers need a designated worker. Additionally, every NL employer regardless of size must have a written Harassment Prevention Plan. These are not best practices - they are statutory minimums now.

An employer with a strong NLCSA COR program and a clean injury record earns a PRIME discount; an employer without COR or with a poor record faces a surcharge.
